could anyone please point me in the right direction, i have a product which at present is not in the marketplace, anywhere on earth i believe, at present. If promoted correctly, I have no doubt whatsoever it would be passed into law by all Countries that it was presented to, as a requirement. The potential is huge. Would anyone know a starting point in obtaining venture Capital?

friends, family, and angel investors. You’ll need at least $250,000 to get the first stage of world wide patent protection started.
You’ll also need to begin actual production within a specified time after filing for your patents.

First off, venture capital is NOT government grants. Government does not give out venture capital.
Venture capitals look for products with PROVEN potential, not just something with a lot of potential. They are looking for products with returns of about 30% or more. Be ready for them to grab a huge chunk of your business.
